Land resources as the human survival of irreplaceable material basis, providing the most basic production conditions and living areas. However, The land using is existing many serious issues such as inefficiencies of land use , the irrational land supply structure and the shortage of land revenue in China in the long term .Thus land preservation program as a new land management system came into being ,it plays an important role in optimally allocation of land resources and regulating land market. Since Shanghai's first land preserve institutions founded in 1996, the land preserve system has been 14 years in China, it has an important effect on land market and real estate market of china. Given housing prices in some cities being high and become a hot issue, and the land reserve system as an important means in nationally macro-controlling real estate market and is closely related with real estate market, thus exploring and studying the effect mechanisms on Real Estate Price of land preservation program has an important and practical significance.Firstly, the research based on the research perspective and results from home and abroad, outlines the origin of the land preservation program, and then introduced the theory associated with the study of land reserve system. Secondly, this paper using the equilibrium theory and other theories detailed analyze the impact mechanism of the quantity of provided land, land provided mode, land use structure and land provided price on the real estate prices. Thirdly, based on certain theoretical conclusions of the part two, the paper selected Xi'an city as the objective city for study. At beginning, this paper introduced and analyzed the process of development and operating characteristics of land preservation program in Xi'an. Then, it compared the changing data of real estate prices both in nation and Xi'an city around the founded period of land preservation program and analyzed the relationship between land preservation program and the real estate prices, draw the conclusion that the land preservation program promoted the real estate prices in the initial establishment period of the short term. After that using the method of principal component analysis, it further selected and extracted the influencing factors of real estate prices and established multiple regression mode with the price and land preservation program as a dummy variable .This study obtained the conclusion that land preservation program act an inhibition role promoting in real estate prices in the long term according to the research results. Finally, on the basis of research results, this paper put forward the further policy recommendations on consummating the land preservation program and strengthening the government's macro-control of the real estate market.
