With the development of knowledge economy, firms compete more and more rely on high-quality personnel; the knowledge workers who grasp of knowledge and technology are the key resource of enterprises to obtain and maintain competitive advantage. How to motivate these employees by the greatest extent, and develop their creativity to create more value, has become an important part in human resource management. The research on knowledge worker's incentive factors has shown that compensation is the most valuable factor of Chinese knowledge worker, it play an important role in the motivate process of knowledge worker. In the knowledge economy era, the traditional pay model has not been able to meet the needs of organization and individual development, lack of effective incentive on knowledge staff, so organizations need to design new pay system in order to motivate these employees furthest. Person-based pay is a more powerful tool of business strategy than is job-based pay, especially for knowledge workers. For this reason, more and more organizations shift the focus of pay design to knowledge worker's competence, and established competence-based pay system. Competence-based pay cast aside the traditional concept of positions and qualifications, bring more development opportunities to knowledge worker, therefore it take on more positive motivation. Competence pay leads the knowledge worker to concern about their ability enhancement, thus promote the core competitiveness of company's, and ultimately achieve common development of stuff and company.Competence is the remarkable features of outstanding performer, which largely affects the performance result of knowledge worker. The performance of knowledge worker's has a significant worth to the strategic objectives of organization, thus set up the knowledge worker's compensation management system based on competence have greater strategic value.This thesis is divided into four parts:the first part defined the important role of pay in the process of motivation, through theoretical analysis of knowledge worker's incentives and pay motivation. The second part is the construction of the knowledge workers'competence model and studied value evaluation of them theoretically. It introduced the application of Point Method and Fuzzy Comprehensive Evaluation Method separately in the evaluation of knowledge worker's value. The third part is the construction of knowledge worker's compensation system based on competence. In addition, it also analyzed the integration between competence and other forms pay and the implementation conditions of competence pay. The last part is the summary and prospects of the full text, indicated innovations and deficiencies in the research process.
