A Study Of New Rural Endowment Insurance Of Shandong Province

The construction of new rural endowment insurance is the inevitable choice of China's aging society. For thousands of years, China's rural areas depend on families to resolve the basic old-age. When farmers frail or loss of ability to work, the task of old age is often borne by children and grandchildren. The Government does not assume responsibility for the farmers pension. In the social transformation accelerated, population movements frequently and the arrival of the one-child era, "raise children to old age" has not solve the problem of contemporary old-age farmers. The new rural endowment insurance following the abolition of agricultural tax, agricultural subsidies and the new rural cooperative medical system, is another significant benefiting-farmers policy. The construction of new rural endowment insurance is an ambitious task for building of a harmonious society in China, and it also an important manifestation for pursuit of social equity and justice.Shandong, as a province with strong economy, its aging of population is higher than the national level. Therefore, the construction of new socialist countryside should also be walking in the forefront of the country. At the goal of building a "harmonious Shandong" and " restful Shandong", the first batch of new rural old-age insurances were carried out in Shandong 19 areas. In the implementation process, the policy has been unanimously praised by peasants, but there are also some inevitable problems.In this paper, the economic, social infrastructure, as well as the aging rural population of Shandong province have been been described in detail. The feasibility and necessity of construction of new rural endowment insurance in Shandong also have been demonstrated. In the basis of analysing and summing up the development of rural endowment insurance and the three current main rural old-age insurance model, we investigated the implementation of the rural old-age insurance in various regions of Shandong province by questionnaires. As a statistical result of questionnaires, a series of problems in the implementation process of new rural old-age insurance have been found. And on the basis of these problems, some policy and suggestions about the construction of new rural endowment insurance in Shandong province have been proposed. This research not only provided some references for Shandong province to future improve and popularize the new rural endowment insurance, but also given some theoretical and realistic basis for the purpose that the new rural endowment insurance be covering the whole country in 2020.
