The Advancement And Perfection Of The New-type Endowment Insurance System For Rural Areas In Gansu Province

As the indispensable part of the social security system, rural society endowment system plays a very important role in promoting national stability and development. After more than ten years' reform and practice, Chinese rural old-age insurance system has been made some achievements, of course, some problems as well. The introduction of guidelines to test the new type village pension and insurance system issued by State Department in 2009(hereafter guidelines) has served as a bridge to built up coordinated social security system in urban and rural areas. However, whether the new-type rural old-age insurance system will stand the test of practice and whether it can realizes sustainable development still be unknown, which needs to be continuously improved and innovated. Under the background of the beginning pilot of a new-type endowment insurance system for rural areas all around the country, the authority of Gansu province should actively advance endowment insurance system for rural areas with local advantages, considering the particularity of constructing endowment insurance system for rural areas of their own and otherness of different social economy development.This paper intends to put forward pointed policies and suggestions for advancing and perfecting endowment insurance system for rural areas in Gansu province, on the basis of the analysis of guidelines, given the problems in the current endowment insurance system in Gansu province, the factors that restrict its development and conditions of realizing endowment insurance sustainable development all together.Based on the research background, significance and its present research at home or abroad, the first part presents the research mentality and paper's novelty; Relative theory of endowment insurance system for rural areas was mentioned in the second part, including:the theories of welfare economics, social effective demand and institutional change theory, etc; In the third part, on the basis of reviewing the transition history of endowment insurance system for rural areas in Gansu province, the paper tries to find the reasons why the endowment insurance system for rural areas in Gansu province didn't work well. The forth part involves the analysis of the constraints in constructing the new-type endowment insurance system for rural areas, from the perspective of economy, population, culture, system and so on. Considering the problems and constraints, the fifth part introduces the indispensable conditions of setting up new-type endowment insurance system for rural areas and concrete measures to advance and perfect endowment insurance system for rural areas. The sixth part is the conclusion part of the paper.I hope my research will be helpful to perfect endowment insurance system for rural areas by evidence-based foundation and policy suggestion provided in the thesis. So we can solve the problems caused by aging and promote the continuous development of economy and society in Gansu province.
