Research On The Interaction Between Human Capital And Industrial Structure In Inner Mongolia

The rapid economic development of Inner Mongolia in recent years is mainly driven by resource based industrial cluster. While the growth pattern is typically extensive growth with rough resources processing, low added value, single industrial structure. Therefore, industrial structure evolution is the only way to attain sustainable economic development of Inner Mongolia. There are many factors for industrial structure evolution, in this paper; the author believes that the accumulation of human capital is one of the most fundamental roles of it.Theory of industrial structure and human capital are firstly analyzed to obtain the relationship between industrial structure evolution and human capital. Then based on human capital characteristics in education and data of industrial structure, the promoting effect of human capital characteristics on industrial structure evolution is summarized using Descriptive Statistics and Econometric analysis. Last, the level of human capital of Inner Mongolia is inspected and the power of human capital investment is analyzed, and then put forward policy recommendations according to the requirement of the industrial structure evolution.The main conclusions of this paper are:the stock of human capital has an important supporting effect on industrial structure evolution. Meanwhile, the empirical analysis on Inner Mongolia shows that Human capital investment in education has significant effect on industrial structure evolution. Because there is a gap between investment level of human capital and requirements of industrial structure evolution, it is an important guarantee for a sustainable and healthy economic development of Inner Mongolia to enhance the level of human capital. In those changes, government and society both play a key role.
