Tai'an City, The Evolution Of Industrial Structure And Urban Development, Interactive Study

Urbanization and evolution of the industrial structure are the two importantelements in regional economic growth and development process. They interact andinterplay each other indispensably, especially in the industrialization process of thesociety. The orderly evolution of the industrial structure promotes orderly andreasonable flow as well as the gathering of the industrial elements (resources, capital,labor force, technology, etc.) within industries, enhances expansion of urban area andthe improvement of the city function as well as urban competitiveness. So the orderlyevolution of the industry is an important thrust to the urbanization. On the other hand,urbanization has also provided funding support, the market demand pull andgeospatial support for upgrading industries. On the contrary, the lack of positiveinteractions and coordination mechanism between urbanization process and industrialdevelopment would result in a junior industries being unable to support urbanizationand urban economic development;or urbanization lagging far behind the industrialstructure (especially the industrialization process) will be difficult to becomeindustrial upgrading platform. There exists an high relevance between Escalation andorderly evolution of the industrial structure and urbanization. That point has beenfully proved by the practice of the reform and opening up. Therefore, it can provide atheoretical basis for establishing reasonable regional industrial policy and speeding upthe urbanization to study the role mechanism between the evolution of regionalindustrial structure and urbanization, and to explore the interaction law. This willpromote healthful development of regional economy and society.Tai'an is a city of medium level development in Shandong Province. In the newcentury, there are two strategic tasks to do in promoting adjustment of industrialstructure and process of urbanization. But on the current state of economicaldevelopment, which is still at the early stage of industrialization, however, thedevelopment level of tertiary industry is relatively low. The catalytic role of thesecond and third industry's development for urbanization has not been fully exploited.Generally speaking, the level of industrial structure and urbanization of Tai'an isrelatively low, there has not yet been achieved positive interaction. Therefore, how toadjust and optimize the industrial structure of Tai'an city, to promote the optimizationand upgrading of the industrial structure, to speed up urbanization development, toachieve positive interaction is a pressing issue to explore and study.This paper is divided into four parts.The first part gives a definition for the industrial structure and its evolution andurbanization, and describes state of studying on the interaction between evolution ofindustrial structure and urbanization, research background and significance of thisstudy.The second part gives a main analysis of the major changes in the industrialstructure and urbanization time series stage, industrialization and urbanizationinteraction, inner mechanisms of interaction between evolution of the industrialstructure and urbanization.The third part, taking Tai,an city as an example, makes analysis on Tai'an historyin evolution industrial structure and urbanization process itself, status andconspicuous problems of urbanization and evolution of industrial structure in differentperiods. From two perspectives the industrial structure evolution has an impact onurbanization and the urbanization affects the development and adjustment of theindustrial structure. The author makes a qualitative and quantitative analysis andevaluation on interaction of them.The fourth part predicts the changes in the industrial structure that would have animpact on Tai'an City urbanization and makes a return forecast to the level ofurbanization of Taian the next decade. On this basis, the author puts forwardcoordinated development policies in optimization of the industrial structure andurbanization in Tai'an City.This innovative and deficiencies shown in the following respects:First, focus ona case study. Tai'an City lies in the middle part of Shandong Province with relativelyrich natural resources, better industrial foundation. The tertiary industry with tourismas the leading part develops fast, it,s fairly representative. Taking Tai'an City as aexample, studying on the interaction of urbanization and industry not only hasguidance for the economic and social development of Tai'an City, but also hasimportant guiding role for the middle-level cities to solve the similar issues. Second,qualitative and quantitative analysis methods are used in this article. Throughextensive statistical data and analysis, through vertical and horizontal comparison,analysis and evaluates interactive features between the evolution of the industrialstructure and urbanization of Tai'an City , and forecast that the evolution of theindustrial structure would has impact on urbanization in next decade. This willprovide an objective basis for making a reasonable industrial policy. Third, onquantitative analysis basis, the author puts forward a relatively effective, workableand coordinated approach in the evolution of the industrial structure and urbanization,which has strong relevance and usefulness.Deficiencies lie in the fact: First, because of relatively large changes inadministrative districts of Tai'an city and the larger span of the historical data required,a lack of individual data for quantitative analysis may bring to a little influence.Second, because there are little interactive theoretical of industry and urbanization tolearn from, this interactive theoretical will be explored in depth too.
