Goat is one of China's major grazing livestock, and cashmere products are our main export varieties of livestock products. Meanwhile goat is the main means of living and means of production of A'er Basi herdsmen. In market economy conditions, most of the existing goat herds as units of production. The purpose of raising goats is not only to supply their own means of subsistence, but also to maximize the minimum consumption of economic benefits. In the past 20 years cashmere industry brings benefits to the government, cashmere business and the herdsman. With the increasingly complex business environment, ecological environment and other factors of the industry's sustainable development lead to contradictions. Resolving this conflict has the following measures: changing the traditional stocking pattern by house feeding to solve the problem of goats-breeding causing environmental damage; raising the threshold of cashmere business, letting enterprise building cashmere raw material base, uniform purchasing, unified management, to ensure the original supply and reduce environmental damage and increase grassland ecological environment protection; reducing the costs and increasing their benefits and improving herdsman's income, so as to enhance the protection of grassland ecological , to ensure economic and ecological benefits simultaneously. Therefore, basing on field research of Etuoke Banner A'er Basi Sumu of Inner Mongolia to obtain first-hand information of the cost and benefit of goats, this article make a systematic research on the cost structures of the goat project, the cost-benefit difference between herdsman, and factors affecting cost-benefit of goats, which has important theoretical and practical significance in the sustainable development of cashmere industry, protecting grassland, and increasing herdsman's income.This article made questionnaires and interviews on 56 herdsman of Etuoke Banner A'er Basi Sumu,to understand the basic situation of the local breeding goats, pasture change, goats improved efficiency, herdsman family basic information, production, breeding goats input-output and so on. Investigation of herdsman divided into three groups, and each group of goats'constitute the cost of the project, the cost of raising goats, production, income and other aspects of the investigation were investigated and analyzed comparatively , making a comparative analysis with it before grazing. Right now the cost each goat's is kept raising by the pre-grazing increased to 151.01 Yuan, which was 79.93 Yuan before grazing. Its own labor costs of each goat was 57.75 Yuan before the grazing increasing to 116.50 Yuan, and the net income reduced from 42.82 Yuan to -61.44 yuan.Now,the total cost of herdsman without project of feeding is 267.5 Yuan for each goat, which is the highest in the three groups, and each of goat's net income is -61.44 Yuan, which is the lowest in the three groups, meanwhile, the lowest total cost of each goat, the net income is -25.45 Yuan, which is the highest earning in the three groups. The analysis from above shows that the main factors affecting earnings of raising goats are pasture, livestock balance policy factors; price volatility, changes in market factors of supply; improved efficiency, mode of operation, contracting and quality of pasture, the cost of pasture environmental factors and other relevant factors.Therefore,the protection of grassland, the increscent of input in grassland and increscent the functions and interests of the coupling mechanism among business government and herdsman, strengthen A'er Basi white cashmere goat varieties protection measures are recommended.
