The Research Of Youth Employment Policy In Time Financial Crisis

The United States sub-prime mortgage crisis rapidly evolving into a global financial crisis hit the economy in late 2008. While it damaged global economy seriously, the employment crisis followed, and national unemployment rate rose to varying degrees in all countries. As a growing openness of developing countries, China has also not been able to avoid of its impact. On the one hand, the impact of economic slowdown, from October 2008 onwards the urban growth rate in the number of new jobs declined and employment needs of enterprises declined. On the other hand, China has always existed in the total workforce of contradictions and structural contradictions in the increasingly prominent. It was obvious that China experienced the most serious employment challenge in 2009 since the reform and opening up. As one of the largest group affected by the crises, youth employment problems again become the focus of attention. In this regard, the central and local government have tabled a large number of targeted policies to promote youth employment. However it has been realized that, although governments, enterprises and individual workers, are aware of the importance of promoting youth employment, the promotion of youth employment policies not yet formed a complete system. A variety of resources and power have not been effectively integrated, which lead policy formulation, implementation and final results on the bias to some extent.In the context of the financial crisis, this article studies and analyses the various policies and measures that Luwan district government have put place to promote youth employment. It takes consideration of the current employment status of youth in Luwan District, and it combines with the characteristics of youth employment and the actual demand. It also absorbs the appropriate reference, foreign policy in the promotion of youth employment experiences. This article addresses more reasonable proposal in order to develop the actual situation more actively and promote effectively of youth employment policies in Luwan District.It's believed that our current policy system is not sound and employment promotion, human resources market development is not yet standardized. Employment service system under the present condition is not yet completed. It is not only necessary to strengthen the Government responsibilities on the promotion of youth employment, but also important to play the guiding role of the government through the promotion of youth employment. Meanwhile, the market should also adhere to the dominant position of human resources, and to play the role of self-regulation in order to further improve employment services for youth, strengthen youth employment protection.
