A Governmental Strategy Research On Relieving Employment Pressure Of Shanghai Youth

The problem of employment is an issue to the governments of all countries in the world. When dealing with the problem of employment, all the countries pay attention to two special groups including the youth. The youth is the main group that facing the threaten of jobless, and their rate of jobless is basically higher than the adults. According to the newest estimate by the international labor organization, there are about 88,200,000 young people between the age 15 to 24 that are out of work in the world, which takes 24% in all the jobless people. In our country, young people have already become the main target in solving the employment problems. They take 70% in the people who are seeking for job in the labor market, which is a new case we meet in solving employment problem. Therefore the result of solving youth employment not only effects the development of the young people themselves, but also relates the entire employment work of our country.The thesis aims at the Shanghai youth, and reveals the reasons that form their pressure in seeking a job based on their current situation and characteristics. On the other hand, the thesis analyses with the related theories and the government policies to establish a strategy compose on the basic of the policies we already have today. We hope it can offer some revelation to the government of Shanghai in dealing with the youth employment problem.The thesis firstly explains the related conceptions with the employment problem of Shanghai youth.Then, on the base of much data and information, the thesis concludes the current situation and characteristics of the youth employment problem in Shanghai. And it also introduce the policies made by the government to relieve the youth employment pressure and their real effect.But why can not the policies have ideal effects on the problem? On the base of deep analyses, we think that the main reason for this is that the government did not make a strategy compose of policies when solving the problem. With the cooperation between the investigation result and the running policies, we have found out four main reasons for the problem. First, the methods used for statistics and investigation were not accurate enough.
