Performance management is the important link of the enterprise human resource development and management, and is the effective way to implement corporate strategy. Simultaneously it is also the effective method of promoting the management of the interprise and the important tool of strengthening the corporate culture. Through effective performance management, it can provnde the essential basis for enterprise human resources management and the development. And it can also offere a standardized and concise communication platform for the enterprise managers and employees. Thus a scientific appraisal system, an effective incentive mechanism and a good corporate culture atmosphere can be established. And the performance level of the enterprise, the team and the employees will be further improved.This article takes the HBSL survey design institute as the background. And under the modern theories and methods of performance management, the original performance management systems of the HBSL Survey and Design Institute is analyzed and diagnosed from outside to the inside by the methods of the theoretical analysis, the data summarized and the investigation and research, and according to the structural levels of performance management. On this base, the improved program and the complementation of the proposed are summarized. The full-text is divided into seven sections.In the Chapter 1 to 2, the basic theory of performance management is described through the anslysis of performance management literature at home and abroad. In the Chapter 3 to 4, through a lot of investigation and evidence, the whole status of the survey and design industry and the performance management status quo of this institute are analyzed in detail. And the prominent problems of existence are pointed out.In the Chapter 5, for the problems that are fornamed, the improved blue print of the performance management system is described by the advanced concept of strategy performance management and the core technology of the the index designing system of the key performance.In the Chapter 6, the operational effect is analyazed and appraised to this improved program. And the detailed idea of practice is described.In the Chapter 7, the whole content is summarized.In this paper,theoretical expounding has been carried out on the relevance content of the performance management from multidisciplinary visual angles such as Management Science, System Theory and Economics. For example, the performance management and the strategy management, and the core technology of the index designing of the key performance of the strategy guiding have embodiments to varying degrees equally in the main body of the paper. The article has very strong reference value and guiding significance to how to build a performance management system of strategy guiding for the enterprises similar to the forenamed institute, which their system change into being the enterprise from the cause, and their technology content is high, and their human resources is concentrated, and are confronted with the developing bottleneck.
