| It describes the process of innovation and the reciprocal multi-relationship between different innovation organizations, its subject matter of the knowledge creation, institutional innovation and change, and the Entrepreneurial University. This paper first describes the status and development trend of the system of Triple Helix model, and found at this stage, the functioning and motivation of triple helix system has not yet been discussed by the academia, so the Triple Helix theory still has much research space. As three organizations with different interests and missions, what elements is the Helix itself moving around? More importantly, what is the root causes of Two collaborative and Three Collaborative operation? And what are the changes that the three respective forces to promote innovative activities in different time periods. To solve these problems, this paper will examine the perspective of power of the triple helix model.This paper had an in-depth study of the Triple Helix's power system for the first time. Proposed single-screw driving force of innovation is based on organizational innovation values. Analyzed the innovation values of the government, industry, universities. Secondly, study the Cooperative Motion of Double Helix. Put forward the key of the motion is build collaborative ladder. And gives the building ways with Spill- Absorb model. The Gatekeeper is the key point in Spill- Absorb model.Build the Top model of the superposition among the three helix. Then use the Top model to analysis the generic technology. The most important is use the Top model to obtained the government shall play driving force in Generic Technology. In this paper, use multiple regression analysis methods explain that in the different stages of Internal drive ring, Government, industry, universities, put different power. |
