The hierarchy structure of the supply chain in which the morden companies locate are more and more complex, also with enlarging region. The environment of the its production and operate environment are more and more unstable. Frequence and intensity of uncertenties are tend to increase for the past few years. Ordinary business of company in supply chain break off or even bankrupt when emergency befall. Emergency have enormous influence to upstream and downstream business of supply chain. Owing to its character of abrupteness, destructiveness and urgency, it's hard to extract commen frame of solve plan to emergency form past plan. Study of how to search out former case rapidly after supply chain suffered emergency, and make out current proposal based on former proposal, undoubtedly have important theory value and practical significance.The article define and identify the emergency events's definition, character and type from supply chain scope, and also analysis the interralate strategy decision and research approach of emergency. Apply CBR into management strategy procedure of supply chain emergency. Through analysis main points of CBR mode, the article designed specific process and system frame of management strategy. Integrate the practice of supply emergency and main points of CBR, choosed frame-based prasentation to case's presentation, and draw evolutionary algorithem into prosess of case's searches. Finally study the problem of facility location and allocation under emergency. A dynamic logistics nodes location model considering capacitated, multi-source and multi-level logistics nodes was presented. Based on the previous multi-objective evolutionary algorithm based on external dominance clustering (ED-MOEA), a discrete ED-MOEA was proposed to resolve this problem. The simulation results show the effectiveness of the proposed algorithm and the new model.This paper aplly CBR to supply chain emergency management, and design specific manage decision-making procedure. Also, discuss the supply chain nodes optimize problem based on emergency, so as to supply a reference to commanders for decision making in emergency.
