Chinese extensive enonomy growth of thirty years induced resource exhaustion and environment exacerbation.Such problems hidden in the economy growth severely affect stable and healthy development.In the context of market mechanism becoming the foundation of allocation mechanism of economic and social resourses, In the process of the party and government attaching great importance to sustainable development, speeding up the establishment of the resourse-saving and environment-friendly society, There is an important theoretical and practical meaning to explore the mechanism and realization of sustainable development.This paper based on theories about technology progress and sustainable development in china and abroad.At first,the paper define intension and extension of technology progress and sustainable development.Secondly we analyzed the actualities of China's technology level and sustainable development.Thirdly we empirically analyzed technology progress affecting sustainable development and some important index in it.At last,we conclude the results of empirical analysis and give some advises.In empirical analysis,taking capital deposit and human capital as input variables and GDP in each region as output variables,we uesd DEA(data envelopment analysis)method to get Malmquist indix about each province,so that we get countrywide total factor productivity, then we decompose the Mulmquist exponent into four models as efficiency progress,scale efficiency progress,pure efficiency progress,technology progress;then we established exponent system of sustainable development,using PCA(principal components analysis)method estimate overall sustainable development exponent,selecting some representative exponents of energy efficiency,environment pollution to quantitative Analysis.The conclusion indicates, total factor productivity grew rapidly in china between 1996 and 2008,and mostly depend on the technology progress.Efficiency progress and its two decomposition grew slowly;total factor productivity improved sustainable development obviously, efficiency progress blocked sustainable development;the advance of total factor productivity and technology progress improved energy efficiency and reduced environment pollution;efficiency progress toke a little negative effect on energy efficiency and environment protection;FDI decreased energy efficiency and environment protection;The inhance of proportion in tertiary-industry improved energy efficiency and environment protection.
