Knowledge economy is becoming an inevitable trend in the modern times. More and more developed countries see intellectual property as a useful weapon for knowledge economic competition and its high-tech exports.There are serious problems and defects on China's high-tech exports. On the one hand, our exports usually focused on processing trade, which is lack of high-tech. As the worldwide spread of financial crisis, national trade protectionism is gaining ground. China's export would be increasingly difficult. Facing more and more trade barriers, it is necessary to seek one solution for China's independent innovation as soon as possible.On the other hand, China's intellectual property protection is lagging far behind from many developed countries. The amount of PCT (Patent Cooperation Treaty) international fillings is only one tens of the United States. Most of the patent fillings are only about industrial design, the patent filling takes very small proportion.There this paper is just based on this international background to analyze China's future direction and policy on high-tech exports.Firstly, this paper researches the exciting problems of China's intellectual property protection and high-tech exports, concluding that it is urgent and necessary to reinforce intellectual property protection, that has been obstruct china's economy development for a long time.Secondly, study from Japanese and Korean experience, which faced with similar choice on IPP several years ago. But Japanese and Korean present success tells us intellectual property is a core issue. If China wants to be stronger, strength intellectual property protection to help to stimulate technology innovation is our only choose.Thirdly, this paper chooses data of China's technology exports and patent application amount from 1989 to 2009, using OLS mathematics methods to analysis the relationship between IPR and technology exports. Concluding that patent filling amount can cause technology exports change. The high-tech exports will increase by 0.0016% along with the patent application increase by 1%.Finally, from the research above, offering relative suggestion such as increasing R&D investment/improving laws and regulation/making enterprise in core position etc,.
