The competition is increasingly fierce between enterprises,because the globalization, information and market demand of diversity and variety. It puts forward a higher reques of human resource management by the new law. The pesticide industry rectification causes pesticide staffs demand moer than supply. The performance of Pesticide Company has deteriorated due to the difficult of obtaining and retaining qualified personnel. As a private enterprise, A company faces with not only pesticide profession talented person crisis, but also human resources management deficient which is privately operated enterprise's common failing. This causes the crisis prominently to become the bottleneck which seriously hinders the A corporate growth. How to solve this problem already to be imminent. The strategic goal of establish A company's marketing staff competency model by exploring for A company's marketing staff competency requirements. The competency model provide a good strong basis for selecting qualified marketing staff, selecting personnel to predict future performance, reasonable designing training system, salary system, performance test system. Hope that through the study of human resources management not only can provide the appropriate theoretical basis,but also in can enhance interprise competitiveness.This study is divided into four parts, of which the second and third part is the core of this article. The first part is introduction and literature review. Introduction is including background topics, topics significance and the basic idea.Literature review mainly is including competence theory,competency,building methods and applications of competency and marketing competency The second part build competency of A company's marketing staff which use expert interviews to select the various elements of competence and t build competency, use expert scoring method to determine competency in various elements of the model scores and use AHP to determine the various elements weight. The third part analyses A company's marketing staff competency model which based on a survey of 53 marketers. It is including descriptive statistical analysis and A company's marketing staff competency score compared with the competency. The fourth part is conclusions and suggestions. Draw conclusions and suggestions based on all the analysis.Through analysis, this paper reached the following conclusions:firstly, it build competency of A company's marketing staff by expert interviews, expert scoring methods and other methods. Competency is including knowledge, skills, self-concept, personality, motivation of five levels, assessment of element 20,which use AHP to determine the weight of each factor. Content layer Indexes sorte the order of self-concept, personality, motivation, skills, knowledge according to the level of weight. Criterion level of 20 competencies sorte initiative, self-confidence, adaptability, achievement desire, responsibility, customer orientation, self-development, integrity, communication skills, hard-working, coordination, pesticide industry, the product knowledge, influence, affinity, adaptability, knowledge of market analysis, team work ability, knowledge of business plans, and other work-related knowledge and learning ability according to the level of weight. Second, A company's marketing staff competency compaire with competency model to find A company's marketing staff competency gap. A company's marketing staff competency is relatively poor in knowledge of business plans, pesticide industry and product knowledge, learning ability, initiative, self-confidence and very poor in market knowledge, resilience, adaptability, achievement desire, influence. A company's marketing staff competency in other areas is basic eligibility, but the overall level is not high.Finally, the study concludes and put forward some suggestions for A company's marketing staff human resources management on the base of the above analysis:It is strengthen recruitment selection and strengthen personnel training of A company's marketing staff..
