With the rapid development of our economy, enterprises urgently need a lot of management staffs who can be suitable for the firm’s requirements. Managers in the enterprises are the backbone of the sustainable development, and play a very important role in creating profits and business development. The level of Manager’s competency will directly affect the enterprise’s strategy and development. Therefore, what standard is used to select, evaluate, and train the enterprise management personnel? This problem attracts more enterprises’concern and attention.First, this paper reviews the competencies’theories, analyses the existing competency evaluation methods, and elaborates the feasibility of the fuzzy comprehensive evaluation method in the competency appraisement system. Then, we emphasize the problems that should noted in the appraisement process according to the characteristics of managers, and construct the competency evaluation index system, discuss the theory and realization of fuzzy comprehensive evaluation from the index system itself. Finally, we take DongGuan Unicom as an empirical study.The conclusion of this paper can be applied in the recruitment, training, salary management and performance evaluation etc., and provide the references’information for decision-making and management staffs own occupation career planning.
