Energy is the driving force of national economy. Evaluating energy economic efficiency is a primary method to investigate the relation between energy consumption and economic output. The existing research is mainly focused on the secondary industry, such as steel, power, etc., and energy intensity is a widely used index of energy economic efficiency. There's little research on the evaluation of energy economic efficiency of tertiary industry. How to evaluating the energy economic efficiency of tertiary industry, which including the design of appropriate analytical technique and evaluating index, has become a problem to be solved.Based on the review of literature, two principles are suggested for the evaluation of energy economic efficiency of tertiary industry. Firstly, other input factors should be taken into account, besides energy consumption. Secondly, industrial hierarch should be considered while calculating energy consumption. Production of primary and secondary industries is required by tertiary industry to complete its service production process. Therefore, the service production process causes energy consumption of the upstream industries. This part of energy consumption is defined as―Indirect Energy Consumption‖in this thesis. To evaluate the energy economic efficiency of Chinese tertiary industry during the period of 1997-2007, the linkages between input factors (Employed Population, Capital Stock, Direct Energy Consumption, and Indirect Energy Consumption) and output factor (Output Value) are studied by using Data Envelopment Analysis (DEA).The results show that seven years during 1997-2007 were DEA efficient, and the non-DEA efficient years can be divided into two periods. The projected energy saving of the earlier period was mainly indirect energy consumption, while the projected energy saving of the later period was mainly direct energy consumption. The conclusion is: (1) the reduction of energy consumption in non-tertiary is notable during the period; (2) modern service industry which is characterized by a lower dependence on material conditions and a higher value-added of core service has developed rapidly in recent years; (3) there is potential for direct energy conservation in Chinese tertiary industry.
