The economic globalization and market competition is intensifier than before, in order to maintain competitive advantage and sustained growth, enterprise's R&D projects are increasing for efficient allocation and utilization of technology and capital and other resources, organizations need to reasonable combine all types of R&D projects, it provide a important data support for business investment decisions. This paper studies the evaluation and selection of R&D projects considering the portfolio interaction.First review is the R&D project portfolio selection theory and the R&D project portfolio selection process. then to research the individual R&D project evaluation methods and discuss the basic principles of various methods, and discuss the basic principle, advantages and disadvantages in project evaluation and selection of applications, for overcome the problem of inconsistency of business strategies and projects, and set up the selection evaluation system of R&D project portfolio combined with the Balanced Score Card construction with the background of automotive industry. Finally, analysis the interaction between the projects portfolio, and divided these interactions into five factor :technology, resources, benefits, results and other interactions, integrate these five factors into the 0-1 programming model, set up sub-three 0-1 programming model with each other impact of project portfolio selection, then use a case analysis to prove the effectiveness of this approach.
