Information industry is the basic and strategic industry of China. It is very important in national economy and the key industry in the Eleventh Five-Year Planning, so does the . Being an important component of information technology, software industry has lots of connection with national economy and social production. Software Industry plays an important role in promoting the development of information technology and modern industry system. It also helps adjusting the industrial structure and transforming economic growth mode. So it is important to research the status of our software industry and find our own way to develop software industry.Through 30 years of rapid development, China's software industry has got a certain scale. And our government has gained lots of experience in policies and regulations. But it is still too weak compared with other advanced countries. First, the policies need to be further improved. Second, the Personnel structure of our software industry is inappropriate. Third, we are still lack of the ability of independent innovation. Fourth, we got an uneven regional development.These problems seriously restrict the development of software industry. In order to find the way to develop China's software industry, I study the experience of developed countries and find some experience. Then on the basis of our own condition I propose seven solutions. First, continue to improve policies and regulations. Second, adjust the personnel structure. Third, support related industries. Fourth, continue to expand the scale of the industry. Fifth, coordinate the regional development. Sixth, enhance the ability of independent innovation. Seventh, pay more attention on quality management.The innovation of this article is trying to divide software technology into two parts. The government take charge of high-end area and other area follow the market-oriented development model.
