With the rapid development of China's economy, the supply of energy has become a serious problem which restricts every aspect of national development. Therefore, developing nuclear power plays an important role in developing new energy. Government pays more attention to search new energy, they encourage developing nuclear power. According to"long-term nuclear power development plan (2005-2020)", China will build a nuclear power installed capacity of 40 million kilowatts by 2020 and about 18 million kilowatts now. It means, in the next ten years, China will invest more than 500 billion in the development of nuclear power industry. More and more provinces want to build nuclear power station to promote local economy. Nuclear power industry has become an important factor of developing local economy. Research on how to coordinate the development of nuclear and local economy has a significant impact on local development.The system of nuclear power industry and regional economic is composed by nuclear power industry and regional economy, it is a wide-range and complex system. Each subsystem within this complex system effect each other. This thesis draws on Systems theory, Sustainable Development, Industrial Relations Theory, System Dynamics theory, using System nuclear power industry and regional economic systems. On the system structure, features and characteristics described, shows system of nuclear power industry and regional economic have three types of coordinated development, there are Coordination, imbalance, and critical state. This paper also implies nonlinear features and feedback effects of this system is the main motivation of developing nuclear industry and local economy by studying on its internal relations and policy.This thesis establishes a model of coordinated development of systems to reflect the relationship of the exchange of material and energy flow between them. Building system coordinated development of evaluation index system, and use of selected indicators of system dynamics simulation of feedback structures to identify the causal feedback relationship between the system part of the scientific index system test. And do research on the overall development of the system, coordinate index and the trend of overall development by building system coordinated development model.The thesis also includes a case study of the system. The model is validated by using EXCEL software and entropy method to analyse the data collected from 2000 to 2008. It obtains the index of overall development, coordination of the system, the conclusion of coordinate development of Qinshan nuclear power industry and Haiyan economic, also provides suggestions of how to balance the development of nuclear power industry and their local economy of Haiyan.
