Marketing makes the basis of survival and development for any enterprise. However, the high-level managers in the construction enterprises, especially those in the hydropower construction enterprises, have not been paying enough attentions on it. Most of them simplify it into public relationship or the like. Until in recent years, the intensive competition in the hydropower construction market makes more and more construction enterprises realize that marketing is not just incidental or dispensable, on the contrary, it is the basic tool of the enterprises to develop their businesses.Bureau of water conservancy and hydroelectric power construction of Liaoning province, who has a long history in hydropower construction field in China, till now has not established a systematic, scientific, effective and practical marketing strategy, though it had been thrown into the onrushing waves, not like it was before that princess's suitors were there always. The thesis tried to make a deep research into Liaoning Bureau's marketing strategy, combining marketing theories and marketing practices of this Bureau in the past.The paper consists of six parts. Part one introduces backgrounds, purpose, significance and structure of this paper; part two describes briefly the marketing strategy theories, including analyses on marketing environment, marketing mix theory, STP theory and SWOT analyses method, which builds a base for composing the paper; part three analyses the environments Liaoning Bureau is facing concretely in details, both internal and external; part four makes a marketing strategy for Liaoning Bureau in accordance with the actual situations of the Bureau; part five gives the marketing mix for the Bureau; part six describes the safeguard measures for implementing the marketing strategy; part seven is in the end.
