The retirement system is an important research area of welfare economics, is a product of the industrial economy, is also a system of rules regulate retirement behavior. With the world economic development and demographic changes, aging of the population has become a common trend; Most of the countries have entered the aging society, pension system reform has become an important topic of growing concern around the world. While the governments of the retirement system is implemented with varying degrees of reform measures, Although the governments of the retirement system has implemented with varying degrees of reform measures, but the situation is still grim, the retirement system reform and development will be one of the major problems in the future which must be handled carefully. After half a century of practice, China's retirement system has not meet modern economic and social development, the rigidity and hysteresis of the system has become a serious obstacle to the sustainable development of old-age insurance system.Therefore,China's pension system reform has attracted the government departments and academic attention. Ding Xuedong, vice minister of Ministry of Finance in December 2008 proposed the establishment of a flexible retirement system:the minimum retirement age in the clear on the basis of studying the establishment of a flexible retirement system, the establishment of pension and retirement closely linked to the level of total fat way to curb the unreasonable phenomenon of early retirement. There is a considerable theoretical study and practical significance for the reform and development of retirement system with Chinese characteristics.This research is based on the longitudinal analysis of history and current situation of the horizontal analysis.We combined theoretical research and normative research and took quantitative and qualitative analysis method, meanwhile,comprehensive using of sociology, demography, economics, social psychology and other methods to give a comprehensive analysis and perspective of the retirement system generation, reform and development, and the necessity and feasibility of implementing flexible retirement system;To cope with population aging problems,we proposed a reform program of retirement system and made it in line with sustainable development of China's pension insurance systemThe thesis constitutes of six chapters, the basic ideas and structure as follows:Chapter one is introduction. It introduces the background and reason to select the study topic, and makes a summary of the relative subject and research field both domestic and abroad. In this part, it shows the study ends and meanings, and gives the basic theories and study methods.Chapter two is about an overview of China's current retirement system, is the basis of this study, which also can be divided into some parts. The first part briefly describes the historical changes in China's retirement system; the second part introduces the plight of the current retirement system, to a certain extent, and analyzes the four main reasons which is the obstacles to the reform of the retirement system.Chapter three is about the necessity of the establishment of a flexible retirement system. It analyses the connotation and extension of flexible retirement system and points out that flexible retirement system is the current main directions of the reform of the retirement system because of its flexibility and diversity in Retirement age, methods and treatment levels.At last it articulates the need for the implementation of a flexible retirement system from the impact of economic and social development, cope with an aging population, sustainable development of pension insurance and the suppression of non-formal retirement.Chapter four mainly includes overseas experience in the implementation of a flexible retirement system, and the enlightenment. In this chapter we analyze and investigate aging of the population trends and analysis the reform of retirement policy in several representative countries:French, the world's first to enter the elderly-oriented country;Sweden,known as the Kingdom of elderly; a pioneer welfare state, the United Kingdom; United States of America, powerful economic strength, deriving the relevant experience, and provide our country with the appropriate advice and information to develop a flexible retirement policies and programs.Chapter five introduces the feasibility analysis of implementation of a flexible retirement system in China from the main three areas.First, there is a brief description of institutional change theory, life-cycle hypothesis theory and the theory of age stratification, which provides the corresponding theoretical basis for the implementation of a flexible retirement system;next, to illustrate the feasibility of flexible retirement system, we introduce the aspect of the effectiveness of institutional change and the external environment and internal mechanisms for implementation of the Scheme.Chapter six is the core section of this paper, mainly about implementation of a flexible retirement policy in China, program design and policy recommendations. Primarily through the previously mentioned foreign experience in the implementation of the reform of the retirement system,full consideration should be given to all aspects of system design factors,Starting from the difficult problems encountered in,we propose flexible retirement system program which in line with China's national conditions. Innovation and deficiency Innovation:1.Novel selected topic.At first, this research analyses the necessity and feasibility of implementing a flexible retirement system and its positive and negative benefits, meanwhile, we also analyses the suitability of implementation of a flexible retirement system, external and internal conditions and point out the difficulties in implementing the scheme, paving the way for designation of flexible retirement planning program.2.Grasping the key word "flexibility" in design of a flexible retirement system. By predicting future population age structure and future of pension insurance funds, stocks, analysis of different age composition and maintenance ratio, labor supply, the relationship between pension levels and the impact of human capital, this research results provided a quantitative basis for the timing and the choice of paths of implementing a flexible retirement plan.3.This paper proposes that make in phases and groups in the implementation of a flexible retirement plan. Deficiency:1.Thesis writing process involves knowledge of social, economic, management and mathematical deduction and so on, also including convergence of knowledge in various fields',with crossing the great angle.The depth and breadth of learning about foreign experiences of the implementation of a flexible retirement system is not enough.2.The article related to the population age structure, labor supply case scenario, the level of pension payments and pension reserves, and other data, which come from Statistical Yearbook and related documentation. Data authenticity, validity and mathematical model results will be subject to certain objective factors, but the conclusions in the right direction.
