21st century is a new century full of competitions and opportunities. Banking communities pay more attention on the management of strategy. As the most important part of the developing strategy of bank, HR management dominates the ability of sustainable development of bank. With the progress of financial reformation and the opening of financial market, the competition in banking communities is becoming more and more heated. The competition of talent is the centre. The Agricultural Bank of China (hereinafter referred to as ABC) is in the process of shares reformation. The government has established the guidelines of ABC's reformation. That is to serve for the agriculture, for the countries and for the peasants, to operate commercially, to reform as a whole and to select time for IPO. How to ensure these guidelines and form the unique central competitive ability is the most important and realistic topic to ABC.Kunming has the features of dualistic structure. As a result, Kunming ABC focuses its competition in the city on the vital projects of province and city, big enterprises, economic of headquarters and VIP's services, which are called the field of city business. In the counties, the competitive pressure comes mainly from the financial service to the agriculture, countries and peasants. Therefore, in order to obtain advantage in the competition in Kunming banking communities, Kunming ABC must establish the dualistic pattern of HR strategy management which is fit for both red ocean and blue ocean.In this article, we will study the plan of HR strategy management, the frame of organization, the structure of personnel, performance evaluation and incentive and salary based on the circumstances and the strategy of KM ABC. The process of study in this article embodies the relationship between the dualistic structure of regional economic and the dualistic developing strategy of bank. Furthermore, it also illustrated the relationship between the dualistic developing strategy and the dualistic HR management. The conclusion of this dissertation will do much favor to the improvement of strategic status and quality of Kunming ABC's HR work. By diagnosing and analyzing the problems existing, this article provides some improving suggestions and clues to the Kunming ABC, which are helpful to the sustainable development of Kunming ABC's operation.
