Study On The Interactive Effect Of Interaction In Urban And Rural Industry

Interaction of various industries in the coordinated development of both the urban and rural areas is an important way to improve the mobility and allocation of requisites of production between urban and rural areas. It also can help the second and tertiary industries heave the primary industry and stimulate economic expansion, which results in agricultural industrialization, integration of rural and urban economies, and promotion of coordinated development of both the urban and rural areas. In the end, it can speed up the process of urbanization and realize urban and rural areas common prosperity. Report of 17th CPC National Congress pointed out that in the process of "coordinated development of both urban and rural areas and promotion of building new socialist countryside","long-term mechanism of promoting agricultural industry by industrial industry, promoting rural areas by urban areas should be established to form a new situation of rural- urban economic and social development". It not only clarifies the importance of interaction between urban and rural industry, but also illustrates the core issue is to establish "long-lasting mechanism". And to improve the mechanism of interaction between urban and rural industries is the central issue of this paper.In June 2006, Shapingba District became the demonstration zone in urban and rural coordinated development. Before this, it had initially formed three basic types of industries interaction between rural and urban areas: linkage of urban industrialization and urbanization, cooperation between large enterprises and township enterprise, and agricultural zones invested by enterprises. In June 2007, Chongqing became the national coordinating urban and rural comprehensive reform pilot area, which raised new demands for the interaction of urban and rural industries. Based on the background of coordinated development of urban and rural areas and the situation of Shapingba District, this paper studied the interaction of rural and urban industries, especially the modern agricultural zones, and discussed the interactive effect of urban and rural industries by using the methods of system analysis and empirical analysis.Through interview and questionnaire survey of the cadres and the mass from township governments, village committees, rural resident-transferred-to-urban- resident community, the author got a lot of first-hand materials. Based on the materials, interactive effect of urban and rural industries of Shapingba District was analyzed. Major problems, the causes of the problems and the countermeasures were put forward. As farmers are the main participant in interactive industries and vulnerable groups, their discourse power should be paid more attention to. So the author conducted a questionnaire survey of farmers from the agricultural park in Shapingba district and studied the farmers'satisfaction. The author put forward to establish a "win-win" mechanism as the core of the internal mechanism, take supporting measures as basic external system, and participation as the core of system. Under the guidance of this concept, the author also put forward many countermeasures in enhancing the enthusiasm of farmers, avoiding the risks in industrial interaction, innovating government management in industries interaction, and attaching importance to the impact of urban and rural industrial interaction on the urbanization.
