As China’s infrastructure construction has entered a new stage of high-quality development,the construction industry,as an industry closely connected with many upstream and downstream industries,has become an important pillar industry which can affects national economy and the well-being of people.It is just as the saying goes,“Great oaks from little acorns grow”.No matter how exquisite the architectural design works,architectural planning concept,architectural technology application and so on are,all need the project management team of construction enterprises to implement.As the middle manager of construction enterprises and the core force of project management,the project manager plays a key role in project management,such as implementing enterprise strategy,achieving performance goals,serving proprietors’ demands and so on.As the construction scale and total investment of engineering projects becoming huge with new technologies and materials constantly emerging as well as the implementation of Engineering Procurement Construction(EPC)in recent years,the requirements of competency for project management personnel is getting higher and higher.On the basis of consulting the relevant internal management process and system of ZJ Company,the problems of building project manager competency model and those from practical management activities of ZJ Company were analyzed by using the observation method and the interview method.It mainly includes: the simple existing model elements,the high proportion of knowledge and skills,the lack of description of behavioral grading and the aspects that need to be optimized involving unclear recruitment standards,limited performance application,weak oriented training and so on.The thesis proposes the optimization schemes of competency model which rebuilds project manager competency model mainly centering on three dimensions: quality,technology and ability,5 levels and 23 elements;the thesis verifies the characteristics of competency through the questionnaire,confirms the weight of optimized project manager competency model,adds the description of behavioral grading,expands the scope of the project manager competency model of elements and perfects the project manager competency model element system,making it match the project manager competency construction requirements better under the current social and economic situation and industry specification.In order to solve the problems in the application of the project manager competency model of ZJ Company,it is suggested that ZJ Company should use the optimized competency model to select talents through written examination and interview combined with the model elements in the recruitment management;conduct the assessment and evaluation of three dimensions in match with model elements in the performance management;take advantage of model elements to improve the ability in the training management.At the same time,the thesis proposes the implementation guarantee of optimized competency model in the application in terms of organizational structure,enterprise culture and information technology for ZJ company.By evaluating and optimizing the project manager competency model,it can help enterprises improve the levels of talent management more effectively and degrees of project managers’ job satisfaction and loyalty,so as to enhance the overall competitiveness of the enterprise.
