Rural road is one of the most important public infrastructures in rural areas. Rural road plays an important role in rural economy, social progress, living standards, urbanization,broadening horizons. The Ministry of Transport always treats the construction of rural road as a substantive measure to support and benefit agriculture. The planning and construction of rural road necessarily have to occupy part of farmer's land, so their survival and development issues have become people concerns. In this paper the author made the research of social evaluation index system for rural road based on the fairness of land use.Theory of welfare economics, transport economics and Sociology are this article's theory foundations. On the basic of general equity theory this paper defines the meaning of fairness of land use. It is that under the conditions of limited land resources available, social benefits of rural roads are distributed more balanced show more fair. The government should benefit as much as possible so that every household in rural roads, on the other hand, ensure that the living standards of peasants did not decline. The evaluation consists of two parts:evaluate the social benefits of rural road equitably distributed or not and rural roads to benefit the interests of the different satisfaction. At the same time, this paper analysis of the social benefits of rural road based on the concept of rural roads, characteristics and role of rural roads. The author establishes the comprehensive social evaluation index system for rural road, Which consists of two parts:one part is general social impact evaluation indicators, including the employment effects, welfare and social security; the other part is the impact on land-lose farmers that is the vulnerable groups caused by road construction in rural areas, including the extent of loss of land, income and expenditure and the level of security.
