| The telecom market is evolving from six operators to the three operators, after domestic telecommunications operators restructured in the 2008. With intensified competition among the operators, the request is getting more and more about progress of the project and the quality of the project in the communication network projects. To fulfill the requirements of the owner, to reduce costs of the project and ensure the normal operation of the enterprise itself, it is necessary that company improve management for improving enterprise efficiency and ensuring product quality for telecommunications planning and design institute.In this paper, to analyse quality problems in the planning project and the telecommunication designing project, using quality management theory of project management, established quality control flow about the telecommunication planning project and the telecommunication designing project and provided quality guarantee for the planning project and the telecommunication designing project from interior guarantee and exterior guarantee based on the current projects. Moreover, the paper has also established the survey work instruction of the data project as an example. It is necessary to improve the product quality that construct the excellent team, control the project progress and do the effective communication. It is confirmed that the work instruction is the effective method after it practiced in one year. The paper findings will provide the quality control method for telecommunications planning and design institute. |
