According to the current situation and tasks,our Party has given an acute analysis which we must strengthen the independent innovation capability and building an innovative country. In order to implement this decision and building an innovative nation,Local governments continually proposed to build the innovative province (city).After a lot of extensive investigations and receiving a variety of comments, Hunan Provincial Commission and Provincial Government Hunan proposed the general requirements of building the innovative Hunan Province.How to implement the construction of an innovative general requirements of Hunan, We believe that,the based project is that enhance the enterprises'capability of independent innovation, and cultivate the innovative enterprises.Under the guidance of innovative culture, on the one hand, the innovative enterprises must grasp the core technology, obtain the intellectual property rights,and convert the innovations into commercial products in order to increase the profit.On the other hand,the enterprises must put the continued innovation capability into the process of technical researching,product producing,product marketing and also the range of internal resources and external resources integrating,to continuously increase the economic development.Cultivating the innovative enterprises is a significant project,it needs all aspects of effects and what is included dynamical system, conditions the system, process system and control system.Combined with the special situation of Hunan Province, this paper analyzes the operation of the cultivating innovative enterprises to select the appropriate object, and to effectively avoid and deal with the various risks we may face,to establish and perfect a complete support system.In development,we analyzes two effective ways:first, carry out endogenous strategy to promote the sustainable development of innovative enterprises in Hunan Province;second,strengthen our capacity for independent innovation, promote the formation of eco-industrial cluster.
