Research On The Existing Problems And Countermeasures Of Chinese Urban Land Intensive Use

The first intensive use of land was from the agricultural society, after that it was introduced to the urban land area research.The intensive use of urban land in China is under the influence of the western land economic theory, from the 20th century, the late 90s, in particular, under the impetus of a new round of the 1999 general survey of land and resources, China's urban land use theory and practice were deepening and expanding,the work made a lot of great theoretical achievements and practical experiences.There are many people and less land in our nation, and our cultivated land resources are shortage, but for a long time, our urban land construction is extensive management, both land use intensity and the land utilization rate are low, according to the sampling survey, the national urban average ratio of cubage is only 0.5. With China's rapid economic growth and urbanization and industrialization process, the demand of urban land construction accelerates pressure to the urban land supply and to implement the total amount of cultivated land equilibrium target,only by the newly increased land to develop the urban construction is very difficult. In recent years, the central government took the land utilization management policies into the national macro-control, put forward higher requirements in land intensive use. Urban land intensive use, however, exist many problems.The problems of our urban land intensive use exist mainly in urban land idle and waste are serious,which caused by development area illegal construction; urban land use structure and layout irrational caused the low land use efficiency; urban expansion caused a lot of cultivated land occupied and "village inside city" and "City vacancy" phenomena; as to the land use planning there are many problems in the system, planning formulation and regulating means, supervision and management of the planning implementation. Many reasons caused these problems, there are historical reasons, the land market mechanism reasons, legal reasons and programming aspects reasons.Based on our national conditions, learn from foreign advanced experience of intensive use of land, we can solve the problem of urban land intensive use from the following several aspects:First, actively promote the rational use of development area. Second, optimize of structure and layout of the city, improve land use efficiency. Third, formulate of urban development boundary; reinvigorate the stock of land, take the "content" potential development. Fourth, improve the content and methods of planning formulation, strictly monitor the practice and implementation of the plan. Fifth, improve and perfect the law of the intensive land use, strengthen the legal supervision and punishment of the land intensive use.Sixth, establish and perfect the market mechanism of urban land use. Seventh is to mobilize society to participate in intensive use of urban land.
