Research Of Operating System Of Intellectual Capital Of Non-public Scientific And Technological Enterprises

The international competitions faced by various companies are increasing day by day and the functions played by intellectual capital are becoming more and more important after China joined the WTO. Espacially for the Chinese non-public scientific and technological enterprises, they are relatively in a weak position in the global competition due to the unthick basis and the special non-public mechnism. To further develop the potentiality of non-public scientific and technological enterprises and to function their increasingly important roles in the national economic field, administrations about the intellectual capital need to be enhanced for the non-public scientific and technological enterprises.Based on the existing domestic and abroad theories about the administrations on intellectual capital and the current operating situations of non-public scientific and technological enterprises, the main research of this dissertation is to establish comprehensive operating systems for intellectual capital in order to promote reasonable deployment for enterprises'resources, to fully mobilize the innovations and to develop the innovations of various employees.This dissertation firstly introduces the definition and relevant theories for intellectual capital and operation of intellectual capital,which sets a theoretical fundation for the research on the operating systems of intelletcual capital of non-public scientific and technological enterprises.Secondly, due to the current operating situations of non-public scientific and technological enterprises,the disssertation classifies the operating system of intellectual capital into some specific operating factors,then concludes and summarizes out specific operating methods based on related theories and acutual examples.Thirdly,the dissertation finds out the main existing problems and presents associated treatments based on the outside operating status of intellectual captal within non-public scientific and technological enterprises.At last,the dissertation establishes target system, factor system,operating system,environmental system and evaluation system for the operation of intellectual capital which is applicable to non-public scientific and technological enterprises. Especially,the evaluation system has clear structure and full coverage on key contents,it also operates simply and can be adaptable to different times.Enhancing the operating of intellectal capital, promoting the advantages of key operating factors, optimizing the deployment of resources and trasferring the owned intellectual capital to the most important competing resouces are the very importatnt foundation for non-public scientific and technological enterprises when they are merged into the globalized maket competition.
