EU EuP Directive On Electrical And Electronic Industry In China And Countermeasures

With the progress of science and technology, as well as the development of economics and society, human being accelerates the steps to transform the nature and gain the great success. However, meanwhile many kids of environmental problems appeared. Such as, electrical and electronic products which in the process of production, using and rejection make a terrible affect on environment.In 1992, the World Environment and Development Congress pressed "the Rio Declaration on Environment and Development," and the "Agenda 21", then, all the countries readjust the ways in the development, they develops the "green" strategy through the adjustment of global industrial structure. In December 2009, the World Climate Conference which was so- called the last chance for man to save earth held in Copenhagen, Denmark. The Congress suggests that we should develop low-carbon economy to control the issue of global warming, and emphasizes human activities and nature should have a harmonious relationship. The views make a great response on electrical and electronic products of the world.To control the electrical and electronic products hazard environment, the EU published "Waste Electrical and Electronic Equipment Directive" and "electrical and electronic equipment to limit the use of certain Hazardous Substances" in 2002, for the more, it issued "energy-using product eco-design framework "Directive (EuP Directive), which bounds the range of products and the technical requirements for manufacturer's are much higher than the first two orders. From the trend point of view, the EU's environmental directives requirement have an increasingly strict and more flexible features. EuP directive plays an active role on environmental issues, while also restricting the electrical and electronic products which out of the UN into the European Union, actually it is a disguised barrier on trade.Therefore, to research EuP directive will not only help our government and business change ideals quickly and face challenges, But also help Chinese enterprises to use the opportunity to speed up technological and industrial progress, thus promoting the formation of our own environmental standards, and improve China's overall competitiveness of related industries fundamentally.In this paper, starting from the EuP directive itself, the author will introduce its background, research of domestic and abroad, theoretical foundation and philosophical foundation, its content and features, and its effect and countermeasures on electrical and electronic products and industry in China.
