It is of a broad applicability and openness that have a profound impact on the entire industry or the corporation within multi-industries. Therefore, the innovation of industry generic technology and R&D supply must be guaranteed. The specialty of the industry generic technology and the double failure phenomena arisen from the course of R & D will make collaborative R&D become the best choice of industry generic technology that the corporation might gain.The effective organizational model is the primary guarantee for the collaborative R&D. The dissertation defines and illustrates the concept, form, objective and the relations of technology alliance and industry technology alliance serving as the most striking innovation and technological cooperation organization in a contemporary society, along the historic evolvement of the organizations of technological collaboration. On the basis of a considerable amount of literatures and successful experiences at home and abroad, it points out that the collaborative R&D industry alliance has been recognized as the most effective and successful organizational model of Industry generic technology R&D. On the basis of it, constructing industry technological innovation strategic alliance for organizing the R&D cooperation of industry generic technology is proposed so as to realize the effective supply of industry generic technology at this stage of China and to promote the advancement and development of the industry technology.A good mechanism is the cornerstone for the existence and development of the alliance. The dissertation takes industry technological innovation strategic alliance as basic point, combining SEMATECH in America and VLSI in Japan, and analyses and discuss the main mechanisms of collaborative R&D of industry generic technology, including the mechanisms of investment, guarantee, and knowledge sharing.
