Since the state property managed by Administrative departments is a very important part of state property, it is a vital work for central and local governments to strengthen the management of state property of Administrative departments in order to assure that state property yields the greatest returns. Standard management of state property of administrative departments produces political, economic and social significance, highlights the changes of governmental functions and the construction of service-oriented government, satisfies the requirements of efficiently operating state property, increasing finance revenue and decreasing finance expenditure and can also contributes to standardize national income distribution and to fight with corruption from its root causes.As for the aspect of standardizing the management of state property of Administrative departments, many people in academic and political circles have done a lot of researches. As far as the practice of local governments is concerned, many provinces have done very well in standardizing management of state property of administrative departments such as Heilongjiang province, Shanxi province, Guangdong Province, Shanghai and especially the Guangxi"Nanning-style", however, Yunnan lags behind many eastern provinces and many other western provinces. Through participating in the checking of Yunnan provincial state property and the preparation of management reform of state property in Yunnan province, taking some on-the-spot investigations on Guangxi, Sichuan, Guangdong and other cities and studying some Public Management courses during 2007 to 2009, the writer intends to probe into the management reform of administrative departments'state property with theories and experience from home and abroad as to provide good advice in constructing management system of administrative departments'state property which can adapt to market economy and public finance.This paper starts from the concept of state property managed by administrative departments, and then has a brief review on the history of the management of state property managed by administrative departments. On the basis of the concepts, some theories about the management of state property managed by administrative departments, including public finance theory, property-right theory and principal-agent theory, have been studied. And then from the scale and the structure of the state property managed by administrative departments of Yunnan province, the writer finds out the major problems including lack of theory, inconsistent with the actual assets accounts, unclear property right, unreasonable assets allocation, inefficient usage of property, irregular management of operational property, and etc, in addition, the writer tries to figure out the roots of those problems mentioned above with the property right theory and the principal-agent theory. Those roots include that state property right is out of order, encouraging and restriction mechanism is not well organized, management system is unperfected and etc. Additionally, the writer has surveyed the management style of Japan, South Korea, Germany, Australia, USA, Canada and Brazil in order to get successful experience from abroad, and has also learned from Guangdong, Guangxi and Sichuan to obtain experience. In accordance with actualities of Yunnan province, systematic suggestions on deepening the reform of state property management of Administrative departments have been proposed as follows: first, management system, including the design of the frame of authorized management by different administrative levels and the division of management responsibility to different administrative levels, in which financial department is supposed to take responsibility for the management of state property of Administrative departments, should be established; second, particular steps on state property management of Administrative departments, including the construction of the systems of scientific structure and efficient usage of state property, performance appraisal of management departments, and transparent management should be made and perfected, and corresponding rules and regulations should be enacted and improved; third, supervision system, including internal, external and public supervision system, is supposed to be established and improved.
