An Analysis Of China's Urban Housing Security System

Housing is a basic element for human survival. And the right to own adequate shelter is basic human rights. Therefore, guaranteeing each person in society have his house, has become basic goal in national and international wide. Establishing and perfecting the housing guarantee system are highly related with the reform, the development and the stability of our country.It not only involves the vital interests whether people could live and work in peace and contentment, but also infects the smooth promotion of the monetary reform of the house, and it concerns with the build-up of the process of new housing system. After all,it is of great significance.To establish a perfect urban housing security system is a necessary supplement of market mechanism and an important part of the nation's social policies and social security system. In order to realize social fairness and secure the habitation of city dwellers, the government must take effective measures to solve the housing problem for the low-income families.China's housing security system assisting the current low-income families in the housing played a larger role, but due to the late start and slow development and other reasons, there are still many problems. How to build a relatively well suited to China's national conditions of urban housing security system, is currently a major problem demanding prompt solution. fIn this paper, recalling the world's housing security system, the background and China's urban housing security system on the basis of the development process, elaborated on China's current urban housing to protect the basic system and the status and in the implementation process of its problems and causes were analyzed. Through the United States, Singapore, Britain and Japan, the construction of housing security system, the practice of research,'combined with the reform of China's housing security system, the actual situation of China's characteristics, the improvement of urban housing security system was discussed, suggesting that we should learn from the advanced experience of foreign countries. The last part of the article first put forward at the present stage of our development of housing to protect the basic ideas, that the Government should have "people-oriented" and provide good low-cost housing, on this base put forward to further improving China's urban housing security system, concrete proposals and measures. Focusing on the strengthen of government housing security functions, how to build up a sound legal system, how to improve the low-rent housing system, how to improve the affordable housing system, how to improve the housing accumulation fund system and how to realize the optimization of urban housing to protect the fiscal and financial support, this paper indicates some suggestions to build a comprehensive protection system in China urban area.
