With the rapid development of service outsourcing, maintenance service market has grew, at the same time it attracted a large number of investors to enter the indutry and competition intensified. Profit in automotive, aviation, machinery and equipment maintenance services declined significantly, the problems of limited resources and service levels pressure faced by maintenance enterprises is growing. The traditional maintenance model is inefficient, companies have to change in order to survive in the fierce competition.The study of Spare parts management primarily from the perspective of the production enterprises, with the outsourcing of maintenance services, this function shifted to the maintenance company, and therefore this paper considers studying from the perspective of maintenance service business is more meanful. The purpose of spare parts management is to make use resources effectively. The planning of procurement category and procurement approach of spare parts are useful optimize the allocation of resources,and save many problemes. so this paper focuses on procurement management of maintenance services enterprise on a classification basis.Service Parts Management is a complex system, this paper closely follow the development of modern trends in spare parts management, the procurement of spare parts management based on enterprise information systems platform, through bill of materials management to achieve the procurement management standardization and dynamic. In the BOM based classification pay close attention on both strategic and micro-management of spare parts in order to efficiently targeted procurement management.This study is consisted by six parts:The first chapter showed the research background, and an overview on the meaning and content of the paper.The second chapter analyzes the strategic position. of service parts procurement,and considered the development trend of information technology, and deeply analysis the risks faced by the procurement of service parts. Therefore a BOM-based service parts development process is developed.Chapter three described the classification mapping from the business BOM to the procurement BOM. From the point of purchase orders methods, Purchase BOM is divided into four sub-procurement view:collaborative View, JIT View Final View and point-purchase View.Chapter IV gives a strategic analysis of purchase management methods for non-point-purchase order BOM.Chapter V furthers the analysis of point-order BOM which consumes the biggest investment of resources.Built with efficiency as the overall objective of the service parts for multi-attribute evaluation system, and use the efficiency of TOPSIS-based evaluation method to classify service parts into three types which differ in the application of resources and procurement management strategy.The innovation of this paper is that the service parts classification based on information-oriented data structure,so that it increased the intelligibility dynamic, accuracy of service parts procurement management; and also the use of a multi-attribute evaluation system to evaluate the reorder point service parts, and thus more conducive to efficient allocation of enterprise procurement resources.
