Land is the most important physical basis of existence and development of being. Confronted by the basic national conditions of the relative scarcity of resources, especially land, the economical developed areas faced with more development opportunities at the same time, also continue to suffer greater security pressure, with the acceleration industrialization and urbanization. the existence of the idle urban land gives rise to obvious conflict in the land resource distribution while the existing urban land is limited and the urban expansion is cramped。As the important constituent of constructive land, the industrial land is also an important part of the city. The industrial land intensive utilization affects the urban land usage situation directly. The idle land accounts for the quota of constructive land and disrupt the market supply demand relations as while, which may has negative effect on the national economy. so it is necessary to start with a serious study of the problems in the industrial land developing from economic laws, then analyzes the cause of idle industrial land and provides some corresponding suggestions concerning to reduce the inefficient use of industrial land.Based on literature review and theories summary, the thesis systematically analyze the forming mechanisms of idle industrial land which takes relevant theories of Land economics as the foothold. Then Combined with the actual circumstances, a case study is given to validate the problem of idle industrial land, by which the cause of idle industrial land in the economical developed areas can be revealed. At last rational proposals are made to solve the problem. The main conclusions of the study include:The forming mechanisms for the industrial land’s laying idle can be summarized as the scarcity of market mechanism on macro-level, the unreasonable resource allocation on meso-level,and the government and enterprises’unreasonable land use behavior in the guidance of cost-benefit analysis on micro-level. In addition, market failure and government failure which result in the inefficiency of market regulation and government intervention have a certain effect on land idle as well. The cause of idle industrial land in the economical developed areas can be revealed as a lower degree of market allocation, the land layout which deviated from the best Industry location,’ the imbalance in the distribution of land between industries, the barrier to utilize the existing constructive land, the government’s behavioral biases in investment promotion, oversize land scale, and the situation that the excess needs of land were met. In order to avoid the emergence of idle industrial land, the following measures should be taken in land-use policy:the industrial land should be distributed with of the market mechanism; the land supply plan should be pondered prudently; give full play to the role of the industrial policies’regulation and guidance; the industrial construction projects should be scrutinized rigorously; the enterprises’land scale should be limited within a certain scope; while the land should be provided by stages and in batches.This thesis separates into six major parts. In the first part, the research backgrounds and significances are explained, the progress of the study both at home and abroad were reviewed, the research methods are also introduced. In the second part, basic concepts and related theories are summarized. In the third part, the industrial land uses current situation and the problem of industrial land’s lying idle in economically developed areas-are explained. In the forth part, the theory of resources optimal allocation, the theory of market supply and demand, the Cost-benefit theory, and the theory of market failure and government failure are applied to have a systematical study about the forming mechanisms of idle industrial land theoretically. In the fifth part, the logistic regression model method improved by principal component analysis is built to have an authentic proof analysis of the causes of idle industrial land in the typical regional of the economical developed areas, which would confirm the result of theoretical analysis. Then the cause of idle industrial land could be concisely summarized, while the precautionary measures are put forward to prevent the industrial land form underutilized use. The sixth part summarizes this dissertation and gives a perspective of future research..
