Since China implements reform and open policy for 30 years,socialist market economic system has been more and more thorough and perfect,and the economy develops fast,the domestic and foreign capitals and the enterprise enter the real estate trade.The real estate trade has already became one of the national economy pillar industries. For holding the small space as soon as possible in the market, many real estate company adopts careless management.They all neglect the establishment of the idea and the system in project cost management.Now, facing with the keen competition and the laws,the real estate company will make a profit more difficultly.Because the economic efficiency is enterprise's basic pursue, and the primary purpose of the real estate company is realizing the minimum cost,the maximization profit and the minimum risk,so WuAiShenGang Real Estate Company must implement the cost leading strategy.What is the idea and strategy of the Project cost management? How to establish the idea and the system of the project cost management? These has become the question to WuAiShenGang Real Estate Company, which is in urgent need of study.With unifying the theory of the project cost management and the practice of the company,with profiting from the idea,means and experience in cost management, with unifying organization construction,regulations construction,Garget Cost,Dynamic cost,project management,total budget and so on,WuAiShenGang Real Estate Company establish a new idea ,that the project cost management must face the market and the consumer and that the project cost management must be fine and omnibus in total process and toatal cost,according to the theory of total peocess cost management,toatal cost management and total life cycle cost management.The idea which has three tasks,seven principles,six kind of strategies and four kind of systems, is the guiden document of the project cost management.In the guidance of this idea, WuAiShenGang Real Estate Company formulates the guidance document in the process of the project cost management and the means of project cost management in total peocess and toatal cost. According to the theory of project cost management,the project cost management has four steps,which are Project resources plan,cost compute,Cost budget and cost control. WuAiShenGang Real Estate Company formulates the target,basis,means,tools,procedure,result and the other aspects aiming at the four steps of the project cost management separately.In addition, because the four steps of the project cost management are mutual connection mutual influence and can also have interaction with other kind of management,so the four steps must carries on repeatedly and unify with other management means.In the guidance of the theory and the practice, WuAiShenGang Real Estate Company conciders that there are five stages in project construction which are investment decision,design,construction,settlement and sale. WuAiShenGang Real Estate Company formulates its own guidance document and means in project cost management aiming at the five stages separately.Furthermore, WuAiShenGang Real Estate Company emphasized that the start and the key of the project cost management is the investment decision stage and the design stage in the stead of the construction stage. The project cost budget of the WuAi Project in ShenYang is one billion and thirty million RMB.Affer the new idea,system and means in the project cost management are utilized for the construction of the WuAi project,finally the project cost is only one billion which is reduced thirty million RMB compared to the cost budget. The practice has proved that the new idea in the project cost management, which must faces the market and the consumer and must be fine and omnibus in total process and toatal cost,is feasible and effective.The project cost management of WuAiShenGang Real Estate Company has great innovation.First,it is an integrated and doveloped system,which contains three parts which are idea,theory instruction and practice instructs.Second,many real estate company have lots of fallings in the project cost management,for example,they pay great attention to the cost management only in the construction stage which neglect the relationship of the cost management in various stages,they only pay great attention to the theory or the practice which neglect the relationship of the theory or the practice,they only pay great attention to the means of the project cost management which neglect unifying other management means.Third, the new idea,system and means in the project cost management are utilized for the construction of the WuAi project,and has a remarkable result.
