In October 2005 the party held in the Plenum adopted the "CPC Central Committee on National Economic and Social Development Five-Year Plan" ,when "improving the overall agricultural production capacity, and building a new socialist Country " was suggested. Currently promoting modern agriculture & animal husbandry, improving agricultural producing capacity were listed as one of the most important task of <>.Comprehensive agricultural production capacity is the key to the development of rural productivity in Inner Mongolia. In the National "Eleventh Five-Year" period, the western development strategy was continued to be developed, which provided a good opportunity and conditions for the rapid development of agriculture and animal husbandry in Inner Mongolia. The preferential agricultural policy also greatly promoted the agricultural production of farmers and herdsmen's enthusiasm, together with modernization of agriculture and animal husbandry in Inner Mongolia. However, we also should noticed that agricultural production in Inner Mongolia still maintain a more extensive mode of production. Agricultural resources can not be effective allocated; production technology and operation is backward and single; famer is lack of education, etc. Makes it difficult to improve agricultural productivity. Therefore, It is important to do quantitative assessment of the comprehensive agricultural production capacity in Inner Mongolia; to reveal the law of development; and on this basis, to analyse factor of agricultural production capcity improvement. By doing that can offer a valuable paper of address the improvement of agricultural production capacity according to the resorts we have in hand, by doing that we can also offer a valuable data of settle a reasonable aim of the agricutual production capacity.According to the purpose of this paper, based on extensive literature references, the concept of comprehensive agricultural production capacity was proposed first; combined with its definition, a scientific index system was established and comprehensive agricultural production capacity in Inner Mongolia was analyzed from vertical to horizontal perspectives. Secondly, using principal component analysis method to determine weights of index, the total agricultural production capacity and each components of the index are calculated. In conclusion, It was found that total agricultural production capacity in Inner Mongolia get sustained growth, and its various components have degrees of increase. Third, based on the composite index by a linear regression model, every element of the influence of agricultural output is analyzed. It is found that the input of agricultural production factors, agricultural materials and agricultural scientific and technological plays a important role of effecting the comprehensive output,at the mean time the factor as against with agricultural disaster insurance had little effect on it.The Inner Mongolia has a vast region, and based the situation of great differences among each city of the province regarding natural conditions, and economic development situation. In this paper, the DEA model is established and the following results are obtained: 12 League City in Inner Mongolia, DEA effective area (ie, inputs and outputs achieve the relative optimal state) accounted for 41.67%, DEA ineffective and weak effective region accounted for 50% and 8.37% . Especially, The phenomenon appears to show that the decrease of scale merit in most of the DEA ineffective area, but meanwhile, good entirely technical effectiveness shows up..Finally, in the paper, based of empirical analysis of the comprehensive agricultural production capacity in Inner Mongolia, how to improve agricultural comprehensive production capacity of countermeasures is presented.
