Agricultural Comprehensive Production Capability In China

Agricultural comprehensive production capability is the key to food security and agricultural development, and it is also the impetus for social economic development. At present, agriculture is still the weakness of national economy. Agricultural comprehensive production capability is not fit to the request of national food security and it result in the agricultural production fluctuation .So it is important to study agricultural comprehensive production capability.Based on the correlative study, the paper defines agricultural comprehensive production capability and establishes the evaluating index system. Agricultural comprehensive production capability can be divided into four parts, including natural resources insurance capability, fixed capital possession capability, variable factor supply capability and technology support capability. Considered the instance of our country's agricultural development since 1980s, it studied agricultural comprehensive production capability in three different levels of the country, the region and the farmer in macrocosmic and microcosmic angles. It also researched into the factor of agricultural comprehensive production capability and development potential to insure the basis of agricultural production and the stabilization of agricultural development.This paper determines objectively the weight of agricultural comprehensive production capability indexes by the method of principal components analysis, composes several evaluation indexes value of one overall evaluation index, in order to make overall evaluation to the agricultural comprehensive production capability reflected by different indexes. Drawing the national, regional and farmers agricultural comprehensive production capability and four components indexes, not only can reflect the changes in the years of agricultural comprehensive production capability, but also can compare horizontally regional agricultural comprehensive production capability. From the developments of national agricultural comprehensive production capability, the capability index of our country in 1981 is 1, and grew to 4.16 in 2004; the average annual growth rate is 6.4%.Analyzing the contribution of agricultural comprehensive production capability components to agricultural products is the key to research the impact of agricultural comprehensive production capability to agricultural products. This paper makes regression analysis to four components of agricultural comprehensive production capability and agricultural products, calculates the contribution of every component every year, and according to regression factors, agricultural comprehensive production capability indexes and agricultural products, calculates the elasticity coefficient which is the overall production capability of agriculture to agricultural product.
