In the interest of effectively implementing the guide line of "safety, precaution and comprehensive controlling", this paper, by integrating safe system engineering, system theory, control theory and information theory, brings forward an aggregate risk analyzing method for enterprises based on the theory of safety control. This method evaluates itself by referring to the standard of modern safety management model, adopts the mathematic model which objectively reflects the very character of the contrary between risk and risk controlling, and sees risk controlling as its kernel strategy. With this method, decision-makers of enterprises are able to utilize information that is more comprehensive, systematic, concrete and functional than without it, as well as improving the working situation of safety controlling.In the first place, the method puts forward in this paper provides foundation for risk analyzing and safety management decision making by analyzing inherent danger factors, and models of accidents likely happening during production through related casualty accidents and loss-and-failure trees; afterwards, according to designated danger units, it proceeds a system mining for main production facilities, assistant systems and surrounding environment respectively; then it exams and digs the weak points and links beneath the safety management of departments of every level through risk controlling function diagnose, with the purpose of collecting original information for general safety management evaluation; finally, this method grades diversified risk models mined during the process of danger source identifying by the amount of their affects to safe production. This paper also imports the concept of safety degree, as well as suggestions for safety management improvement.Combined with the actual situation of the Machinery Roller LTD., a full-scale and systematic analysis on the status quo of safety production and the problems that might happen in the future is given in the end of this paper, using the very method mentioned in this paper after gathering and digesting the technology resource provided by the company. Apart from this, by using grave-forecasting and linear recursive method on the future risk degree of the company, a prediction is also made to draw up an information management system for enterprises risk degree. This can proceed statistics and controlling on accidents to help the safety department to optimize the deployment for emergency rescuing and establish safety measures, which leads to actual value for reducing casualties and loss and failures.
