China's Petroleum And Petrochemical Enterprise Security Management Model Discussed

With China successful entrance into WTO, its further development of marketeconomic system,and the appearance on market and restructuring of Chinapetrochemical enterprises, the production conditions and management conditions ofpetrochemical enterprises in China have taken a great change, which proposes ahigher demand on the security management standard of China petrochemicalenterprises. On the other hand, with the constant progress of the modern securitymanagement in the global petrolic industry and the domestic related big state-ownedenterprises, we have to put our domestic petrochemical management conditon withthe global petrochemical industry together on a platform to make comparidon andanalysis.Therefore, we can borrow the successful experiences and methodsdomestically and internationally to advance our petrochemical security management.Hence, we mainly discuss the security management models of our petrochemicalenterprises through studying and analyzing the security management models of thebig state-owned enterprises domestically and internationally. The models areclassified into two groups: one is management_oriented and the other isman_oriented.The models that choose management_oriented set up on the basis oftheir cognizance of all accidents should be traced back to the management defects,such as Model "0123" of Anshan Steel Corp, Model "0457"of YangziPetrochemicalCorpand.three-reform five combination of Fushun Western Opencut.The models that choose man_oriented focus their management kernel target onproduction personnel and operation personnel, namely, the security managementshould sets up on the basis of the analysis of man psychological and physical quality,as well as aims at rectifying man unsafe actions and controlling man wrong operations,such as "three_no_hurts" activity of Manshan Steel Corp.(no hurt to oneself, no hurtto others and no hurt caused by others), Model Safe Man of Shanghai PudongSteel&Iron Corp, Model Man_Fundament_Rigidity of Great Wall Specialized Iron &Steel Facroty (man_oriented, fundamental skills, grass_roots work, grass_rootsconstruction, rigidity first and rigid administration), and Model "4321"of JinchengMining Bureau.Meanwhile, we should also study on the models and methods offoreign enterprises such as Dupon Zero Target Model, security management models inGerman and America, and the Security Examination Model of the International LaborForce Buraeu, analyze to compare the current domestic security management modelswith the international ones, combine the present conditions of the securitymanagement in Sinopetro enterprises and Sinopec enterprises with the successfulexperiences in the field of security management, check the distance in the securitymanagement between the petrolic enterprises and the petrochemical enterprises inChina and thoses in foreign countries.According to the all_directional, multiangled,high_level, macroscopic, general and microscopic research and analysis of theenterprise secure production that taken by the modern security and science methodtargeting on the big_sized petrolic enterprises and petrochemical enterprises, designedthe security management system of petroleum and petrochemistry, including HSE thescientific management model, Precaution & Early Warning Mechanism theprecautious management Model, Target Management Model the quantitativemanagement model and enterprises security culture model. Besides, we have alsostudied and analyzed the trend of the international and domestic security managementmodels, proposed the outlook for the security management of enterprises intwenty-first century, and also proposed constructive ideas to our nation. Thesessecurity management models and proposals can be also taken as a reference to otherenterprises.
