Study On Safety Management Factors Of Oil And Gas Storage And Transportation Process In GX Petrochemical Company Base On Interpretative Structural Model

In the report of the 19 th National Congress of the Communist Party of China,it was pointed out that "upholding the harmonious coexistence of man and nature" must establish and implement the concept of "Lucid waters and lush mountains are invaluable assets",adhere to the basic national policy of saving resources and protecting the environment,and treat the ecological environment as life does.However,in recent years,the high-risk industries such as coal mine,petroleum and chemical industry have frequent accidents in production safety,which has brought huge property losses and serious social panic to the country,and seriously deviated from the high-quality development concept of "Lucid waters and lush mountains are invaluable assets".The main reason is that the interface of the whole production process management procedure of these enterprises is not clear,there are many potential safety hazards,resulting in the safety situation is not optimistic.Therefore,it is urgent to improve the safety management ability of petrochemical enterprises.This paper aims to study the safety of oil and gas storage and transportation process in GX petrochemical company.Through a large number of literature review and on-site investigation,it is found that the starting time of research on production safety at home and abroad is different.Now,it has entered the stage of systematic research on production process safety from simple factor research.With the increasing degree of specialization,many management systems have emerged,and most of these management systems are based on Build on one or more mathematical models.Among them,interpretative structural model(ISM)is an analytical tool for studying complex social problems,which can qualitatively analyze the hierarchical relationship and essential interaction between elements of complex systems.People transform complex social system problems into binary objects of nature through human-computer dialogue,which is very efficient to simplify the research on complex social system problems.Safety production management is A complex social system based on the principles of system management,human-oriented management,prevention management and coercion.It mainly relies on people,trains people,and uses all available resources to solve problems in the production process,dissolve risks and avoid accidents in production safety.At the same time,this paper defines the concept of chemical process safety management.Based on the theory of production safety management,system safety management and chemical process safety management,this paper constructs the factor set of GX Petrochemical Company's oil and gas storage and transportation process safety management system based on ISM.Through calculation,the system is sorted into a PSSR,natural environment management,performance management and sensible leadership as the source factors,and emergency management as the source factors A multi-level recursive and complex dynamic management system of top-level management factors.According to this,the process safety management system is optimized by strengthening risk identification,straightening out management system,balanced development of system factors,strengthening safety information management and accident management,and security measures such as determining safety objectives,human-oriented management,participation of all staff and making safety production responsibility system are put forward.It has been proved that the hierarchical and logical safety management system of GX Petrochemical Company's oil and gas storage and transportation process is conducive to the control and guarantee of production process safety.Through the implementation of the oil and gas storage and transportation safety management system,the three major "barriers" were broken,many historical problems were solved,the company's oil and gas storage and transportation process management business was lean,and the company's oil and gas storage and transportation process safety objectives were achieved.And then effectively protect the local ecological environment from damage.
