The Modern Safety Management Studies

Safety is human's eternal subject and one of the basic demand. Safety is always the most important event for most manufacturing & enterprises. This event receives not only highly emphasis of CPC and country and general attention from society, but also earnest hope from enterprises and employees. Safe production is the comprehensive reflection of productivity development, the guarantee of economy and society development and the important task of composing harmonious society.The Fifth Session of the Sixteenth Central Committee of the CPC put forward the scientific theory of safe development. The realization of sustainable development needs energy-efficient growth, clean development and safe development. The principle of putting the human foundmental should first pay attention on human lives, as well as scientific development first pay attention on safe development and harmonious society on life concern. The important speech of general secretary Hu Jintao and premier minister Wen Jiabao on safe production thoroughly explained the great significance, object and task and policy and mesurement. Hu said the development couldn't base on the sacrifice of Spiritual Civilization and entironment, to say nothing of human's life. He also said it was a further thought of scientific development to bring safe development into our total strategy of the construction of socialist modernization. Premier Wen said both economy development and safe production were political achievement. He also said the improvement of safe production need to tackle with both the surface and root, the latter was emphasized. These direction composed the origin of theoretic system of safe production.Practise can't carry on without theory instructing. And the birth of a important theory will create a new situation. This theory can also be used on safe production. At present, people have already realized safety is a system engineering and safety management is an important measurement of accident prevention. This paper was divided into 6 chapters to discuss and research safety management. The first chapters mostly introduced the background, present safety management research situation inside and overseas, aim and meaning, and research methods. The second analyzed the theory of safety management of enterprises. The third chapter explained several methods of safety management. The fourth analyzed the status quo, existing problems of Jiangsu chemcial enterprises and their cause of formation. The fifth put forward the assumed frame of accident prevention and emergency management for Jiangsu chemical industry. And the last was the conclusion of the paper.
