With the development of society, the consumption of energy is more and more wide,and the corresponding environmental pollution is more and more serious.It is necessary to develop and make use of reproducible clean energy to protect environment, resolve energy crisis, and promote social sustainable development.As a clearly and renewable resource,wind energy has been widely developed and utilized around the world in past years.The technology of winder power generation has become mature,thus wind power has become a new energy that is vigorously developed by many countries.China has paid high attention on the development and utilization of wind power to promote its development. Compared with other areas in China, the wind power resource of Liaoning province is relatively poor.However, the influence of terrain to wind speed is significant in Liaoning region. Usually, the parameters, such as wind speed, energy density and effective time,increases with higher elevations. It has bright prospects to develop wind energy in mountain area which accounts for 80% of the total area of Liaoning province.With the development of control techniques, the efficiency of the power generating is getting more and more higher. Today the control techniques of the wind power system is not just the control of speed or torque, but the control system of variable pitch that including much more factors.It considers the influence of the wind directions, speed and the efficiency of the power generator, so the effect of the system should be best. The technique of variable pitch is the most advanced techniques in the world. According to the practical project of the wind power generation in Fuxin, Liaoning province,and the research on development situation of wind power generation process,this thesis analyzes the control object detailed and designs a control system of variable pitch.Using the governing mechanism of a pitch, the output power can be tuned by changing the angles of pitch in the control system. In real production, the control system of variable pitch is realized by PLC which obtains preferable control effect.At last,according to exploration and investigation, the information of wind power resource,environmental protection, topographic and geologic, Transportation System and other aspects is analyzed and programmed comprehensively. Meanwhile,the total install capacity and general design scheme is determined based on above analysis. Furthermore, this paper carries out preliminary investment estimation and financial analysis.
