Highway reconstruction projects not only has traits with huge amounts of investment, long time collection payback, coving wide range, but there is critical and long-run impact of social economy as well. In order to ensure reconstruction projects to obtain optimum economic benefit based on the most reasonable technology and minimum investment, technical plan comparing and economic evaluation research on highway reconstruction is vital and significant to avoid investment failure and reduce the risk of projects construction.This thesis is based on the upgrade and reconstruction project of Ningbo S139 provincial Highway Jiangbei section, processes data through the investigation of prophase upon impact of social economy and traffic by this project, combined with professional highway and project management theory and practical experience, assuredly demonstrates technological standard and construction scope; provides technological plan for key sub-project and compares afterwards, assures best upgrading and construction plan, then evaluates it in economic aspect, in the end it demonstrates legitimacy and economy of the plan.This thesis presents that it can effectively improve technological feasibility and economic effect of project after Horizontal and vertical linear fitting for reconstruction road, technological and economic comparing for cross section, soft foundation processing, pavement structure and bridge reconstruction plan. The conclusion of study may be not applicable widely due to the particularity of project, however it has reference value for the upgrading and reconstruction of same provincial highway.
