Study On The Budget Quota And Expenses Standard Of Highway Daily Maintenance And Engineering

With the growth of highway mileage gradually formed and the forming Of high-speed road, the highway management department of all levels is paying more and more attentions to the highway maintenance work. How to use the highway maintenance fund scientifically and reasonably to formulate feasible investment decision and the project of the maintenance, ane ensuring the quality and service level of the highway maintenance, at the same time, through the planning control maintenance cost, it has currently become an urgent problem to be solved in the highway maintenance and management of investment.This article is the research about the daily maintenance quota and reasonable expenses standard, so as to adapt to the development of highway. Mainly based on the highway maintenance projects in accordance with the management requirements, we study the consumption of labor, materials, machinery equipment in order to prepare the highway daily maintenance budget quota in the condition of each item construction, various processes using reasonable construction organization and normal construction; we get the highway daily maintenance fee standards through analysis of the characteristics of highway maintenance projects and the traffic and the investigation at each raod. To determine reasonably and control the cost of highway maintenance effectively and further promote the reform of highway maintenance system and improve the level of highway maintenance and project management, so as to provide scientific basis for the prepare and management of the budget for maintenance fund.The paper collects and analysis the basic data of labor, materials, machines in daily maintenance engineering by way of combining historical statistics analysis with working site process-orientation realism. We analysis and process the basic data by method of the covariance model of average amount, and get the weight coefficient of different sections or different maintenance company, all of these work provides a scientific and reasonable norm. We contrast and analysis the new daily maintenance engineering quota with quota of related areas about consumption of labor, materials, machines so as to modify and improve the level of new quota; and get the prediction model of the bill of minor maintenance,based on the historical traffic data, the use year of each road, minor maintenance quantity of each year. According to the daily characteristics of maintenance engineering in Chongqing, we decide the expenses and calculation method about the maintenance budget quota, which can not contain in the budget quota in the form of consumption, except the consumption of labor, materials, mechanical. According to the budget quota and the prediction of minor maintenance quantity, we get the fee standard of daily maintenance engineering. We measure the recent years' daily maintenance fee of different maintenance company through the application of new fee standard, and compare it with the actual maintenance fee, so as to further revision and perfect the costs and expenses standard.
