Estimation Of Budget Quota And Compilation Method Of Highway Maintenance Project In Gansu Province

In recent years,with the increase in highway mileage has been increasement of conservation mileage,fundamental changes about the concept of conservation and the great improvement of mechanized construction,technical content and funds in the maintenance.Therefore,the provincial road maintenance should be combined with the actual work needs to development of their respective areas of road maintenance budget quota and preparation methods to achieve scientific and rational personnel,mechanical configuration,rigorous uniform engineering calculation method,reduce the cost of capital conservation,optimization Capital use of standardized,institutionalized,scientific and benign road maintenance project development purposes.According to the technical requirements,the source of funds,the composition and the capital investment and the natural environment of the highway maintenance project in Gansu Province,this paper has compiled a systematic and complete study through the investigation of the provincial bureaus and the establishment of quota system in other provinces,Gansu Province,highway maintenance for the characteristics of the "Gansu Province highway maintenance project budget preparation and quota",and selected the province's 14 highway bureau budget estimates,through the use of the old and new compilation of the common project prepared by the comparison.The province's bureaus are responsible for the 2016 general road maintenance and highway maintenance of large and medium-sized repair projects,indicators and routine maintenance minor works were analyzed one by one.The results of the comparison show that the budget of the project budget(including large,medium and small repair)is suitable and the quota,unit,calculation rules and notes are in line with the budget quota rules,which can meet the demand of Gansu Province.the cost of budget for small repair maintenance and project are basically flat,it is able to meet the needs of the annual expense plan of small repair maintenance;The basic data include equipment budget price,depreciation,depreciation of year,large repair,large repair interval,regular repair and residual rate conform to the relevant provisions of the state.The whole level of the rate standard of the establishment method(trial)is basically appropriate,it meet the need of the highway maintenance project valuation in Gansu Province.
