Study On The Budget Quota And Reasonable Expenses Of Highway Maintenance Engineering

With continuous growth of highway mileage and gradual formation of highway network,highway maintenance and management attract more and more general concern in the industry.The major issues to be resolved is that how to use limited highway maintenance fundsscientifically, how to make practicable investment decisions and implementation plan, on thebasis of assuring highway maintenance quality and service levels. Study on the budget quotaand reasonable expenses of highway maintenance engineering is significant to improvehighway maintenance technology and expenses management level, to promote highwaymaintenance organization reform, and to improve highway maintenance market.Road maintenance budget quota is compiled based on technical measurement andstatistical analysis method. In order to ensure the quality of highway maintenance engineeringbudget quota, scientific and rational amplitude difference coefficient of maintenance budgetquota must be determined. This paper studies compilation of highway maintenance budgetquota and analyses the influence factors of magnitude difference coefficient. According tohighway maintenance engineering characteristics, using fuzzy analytic hierarchy process,quantification of many complex factors is made, and magnitude difference coefficientscalculation model of highway maintenance budget quota is built. In order to scientifically andrationally identify and manage highway maintenance funds, this paper analyzes costcomposition and expense calculation method of highway maintenance. To analyze variousfactors of highway minor repair and maintenance works, using BP neural network predictionmethod.
