The Study On Compiling The Budget Quota Of Maintenance Project Of Shaanxi's Highway

During the process of affluent society construction and modernization,Shaanxi Highway construction and management has great developed greatly,while the new leapfrog development still faces higher demands. Presently, the level of highway in Shaanxi has improved continuously, but highway maintenance has not kept pace with the rapid development of road transport. Highway maintenance will become especially important in the following period. In order to carry out highway maintenance better, control highway maintenance costs and reinforce cost management of highway maintenance projects, compiling the budget quota is an urgent task, a budget quota which is better adapted to highway maintenance works.This paper focuses on compiling the budget quota of Shaanxi's highway maintenance project under the circumstances of market economy. Firstly,the paper introduces implication of budget quota of highway maintenance project and several ways of quota survey, analyzes characteristics, classification and cost component preliminary of highway maintenance and discusses overview, purpose and development direction of budget quota of highway maintenance. Secondly,beginning from the meaning of compiling budget quota of highway maintenance, the paper discusses detailedly basic ideas of compiling budget quota of highway maintenance By introducing the principle and basis of compiling budget quota, the paper analyzes influencing factors of general steps and methods during compiling, introduces detailedly compiling methods, and highlights the model based on gray fuzzy theory to calculate quota weights. Based on analysis and discussion above combined with the actual condition of highway management system and maintenance projects of Shaanxi Province, the paper also puts forward the delineation of the quota items and survey of subheadings, builds the framework of quota compiling, and explains matters related to the quota compiling. Finally,the author uses the model above to undertake an empirical study on compiling budget quota of Shaanxi highway maintenance, a study that also tests the feasibility of the model.
