Of The Development Strategy Of China's Vessel Traffic Management System (vts)

Vessel Traffic Service (VTS) is a high-tech service to provide for the management of vessel traffic within port areas, crucial fairways and concentrated traffic areas. For the recent 2 and 3 decades, VTS is growing rapidly, bringing attention of the governments of maritime states and port authorities. Vessel Traffic Service has made a valuable contribution to navigation safety, cost-efficient transportation and the protection of marine environment.This paper gives a brief introduction on the development of Chinese VTS during the 23-year period, and its features, functions as well as problems are described. Comprehensive and objective analysis and evaluation are also given. Based on the analysis of the trend of world economic globalization and the domestic development of transportation, the author proposes a development prospect of VTS in the 21st century, and outlines the strategies, policies and objectives of the future development.
